Players who want to help out the Deimos miners of Cydonia in Starfield must jump through a lot of hoops. And even when everything seems like it's about to go smoothly, a new wrinkle appears that gets in the way. To deal with this wrinkle, players must complete the mission "Red Tape Reclamation."
