Sir Malcolm Livingstone's was appointed to the role of Constellation chair around 50 years prior to the events in Starfield. Even though his role at Constellation was controversial to some, as there were rumors that he purchased his way up, he had quite a few impressive stories to tell and left behind his interesting journals.
